The Hunger Project, India (THP) is looking for a person to lead the monitoring, evaluation and learning (MEL) portfolio across all its program areas. This is a full time position based out of Delhi with frequent travel to the states where THP’s programs are being implemented.

Job Description

As the lead for the MEL portfolio, the person is required to:

  • Provide thought leadership towards strengthening MEL systems and processes that meaningfully grasps program outputs and outcomes
  • Mentor and supervise MEL Associate
  • Work closely with Program teams in the Delhi and six state offices
  • Interact with partner organizations (CBOs) responsible for implementing the program inthe field across the six states
  • Conduct primary/secondary quantitative and qualitative data analysis
  • Design MEL budgets and ensure work plans are adhered to
  • Maintain and calibrate demographic and impact related information

The key theme wise tasks are provided below:

Evaluation

  • Design the overall analytical frameworks for conducting evaluations (baseline, mid-lineand end-line surveys) to measure long term impact of programs conducted
  • Identify external consultants (if applicable) through transparent processes for conducting evaluations and follow up with consultants on the work done
  • Assist in identifying and training data enumerators/field researchers on data collection methods

Monitoring

  • Design and maintain online management information systems to report high frequency quantitative and qualitative data through mobile based systems and online dashboards
  • Conduct data audits 
  • Undertake regular visits to the field to support implementation of MEL and to identify where adaptations might be needed
  • Build capacities of teams towards undertaking field monitoring strategies

Learning

  • Design and implement a system to identify, analyse, document and disseminate learnings from assessments and current monitoring framework
  • Foster a culture of continuous learning, into programmatic thinking and practise
  • Explore themes and areas that requires in-depth research to enhance program learningsand drive academic interest

Program

  • Design complex log frames and theory of change as per the program requirement and priority
  • Monitor the follow up on evaluation recommendations and MIS system analytics
  • Identify programmatic needs and develop creative M&E tools and systems

Reporting & support to proposals

  • Share evaluation reports and results with program teams as well as other colleagues across THP’s partner offices and the Global Office
  • Honor grant timelines and share regular progress reports with program team
  • Assist the Director and members of the program team in designing MEL plans for various fundraising grants
  • Tailor organizational MEL plans as per the needs of specific grants

Knowledge management

  • Participate in national and international conferences as well as capacity building topresent THP’s work to external audience
  • Identify and participate in additional networks, for example scientific or policy-based networks that may also yield lessons that can benefit project implementation
  • Be a part of international MEL’s community of practice
  • Stay abreast of the latest tools of M&E that can be adapted for the program

Qualifications and Experience

  • A Masters in Social Sciences
  • 5-7 years’ experience of working in the field of monitoring and evaluation of projects innon-profit organizations working towards human rights and women’s empowerment
  • Extensive experience in designing MEL systems in gender and governance frameworks
  • Excellent verbal and written communication skills in English. Working knowledge of Hindiis required. Knowledge of additional local languages (Odiya, Kannada) will be an asset.
  • Strong experience in analysing quantitative and qualitative data and related softwares,methodology of M&E, theories, standards and models and interpretation
  • Experience in supporting the development of Logic Models, Theories of Change, and Performance Measurement Frameworks and designing MIS systems.
  • Experience of working mobile based MIS systems and applications
  • Strong analytical and research skills, including the ability to process large amounts ofinformation, extract critical analysis and distribute it appropriately
  • Experience working with research institutions and on proposals for institutional donors
  • Expertise in developing and / or managing impact and evaluation methodologies incomplex settings
  • Prior experience in using online database platforms such as Commcare, Collect etc willbe an added advantage
  • Prior experience of working with grassroots organizations and diverse stakeholders isessential
  • Most importantly as a representative of THP, the person should be a team player with acheerful disposition, with the ability to strike conversations and be respectful of diversities. You should be independent, creative, sincere and possess a powerful drive topursue responsible data management systems.
