CONTENT OF TERMS OF REFERENCE(TOR)
1. Background:
UN ORGANISATION’s Child Protection section has been working in Jammu and Kashmir during the current Country Program with investments in technical assistance to support the Government of J&K in strengthening child protection systems. Under UN ORGANISATION-supported Child Protection programmes implemented through partners in J&K, a comprehensive and evidence-informed approach has been implemented across Jammu and Kashmir to strengthen community-based child protection and child participation mechanisms. Initially designed in 2016-17, to provide safe and enabling spaces for children and adolescents through Child-Friendly Spaces (CFS) and Adolescent Resource Centers (ARC). The intervention evolved from pilot phase to expansion & consolidation phase during 2017–2022 and focused on scaling, learning, and capacity building. From 2023 to 2025, a transition towards sustainability was secured with communities strengthened and now the intervention is progressively evolving and needs to be sustained into a structured and government-endorsed model which can be embedded within Panchayati Raj Institutions (PRIs) and would guide interventions and lead service delivery.
