Background (EpiC Project)
Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Department of State (DoS) with a period of performance from April 15, 2019, to December 30, 2027. EpiC is led by FHI 360 with core partners Population Services International (PSI), Palladium Group, and Right to Care and implemented by over 250 regional, resource, and local partners.
Globally EpiC provides technical support and direct service delivery to improve outcomes in HIV, global health security, outbreak preparedness and response, malaria, nutrition, and maternal, newborn and child health. The project strengthens health systems including data systems, human resources for health and building capacity of governments and civil society for service delivery. Under HIV, EpiC supports to achieve and maintain epidemic control through strategic technical assistance to improve HIV case finding, care, and treatment programming across 35 countries supported by PEPFAR.
EpiC in India supports the National AIDS Control Organization (NACO) in enhancing youth engagement, private sector engagement and digital/AI driven interventions, and prioritizes work in the PEPFAR priority state of Maharashtra to fast track the achievement of 95-95-95 goals.
Job Description
EpiC is seeking applications from qualified and experienced candidates to fill position of full-time Consultant: Technical Expert-Treatment. The incumbent is to be based at the FHI 360 India Country Office in New Delhi and will provide technical and managerial leadership for strengthening case finding and treatment retention activities among young people living with HIV. The position will ensure collaboration with agencies/institutions working with young people living with HIV to support implementation of evidence-based strategies and activities that contribute towards achievement of 95-95-95.
Key Responsibilities
- Support in development of standard operating procedures (SOP) for comprehensive package of services in alignment with the current differentiated package of services under NACO.
- Provide technical inputs to strengthen implementation of age-appropriate comprehensive package of services to improve 2nd and 3rd 95 among young people living with HIV in EpiC project geographies.
- Provide technical inputs to State AIDS Control Societies (SACS) in EpiC project geographies to design and implement various models of case finding and care for young people living with HIV.
- Support in development of an integrated strategy to address the risk and vulnerabilities associated with young people living with HIV in collaboration with other ministries/ departments implementing national programs for youth.
- Support in development of tools for empowering young people living with HIV by leveraging support systems that work closely with youth networks/forums.
- Work closely with different divisions to inform youth specific data use in estimating the burden of HIV and STI.
- Facilitate consultations with agencies/institutions working with young people to implement specific interventions that improves access to HIV testing and treatment services among young people.
- Take lead in organising consultations with various divisions and departments to develop training materials and standard operating protocols (SOPs) for improving services for young people living with HIV.
- Support SACS to integrate youth specific strategies in implementation of social and sexual network HIV testing, Enhanced Peer Outreach Activities (EPOA) using peer-to-peer approaches.
Minimum Qualification, Experience, Skills and Abilities
- Master’s degree in social sciences or public health field required.
- Minimum 15 years of progressive responsible experience in HIV program at National level.
- Demonstrated experience working with young people living with HIV.
- Proven experience in strengthening interventions that addresses risk related to HIV and STI among youth.
- Hands-on experience of working with government institutions, INGOs and community-based organizations.
- Well versed on NACO’s latest priorities and intervention with youth.
- Experience in latest policies and activities on youth engagement in health sector under various ministries and departments.
- Excellent written and verbal communication skills in English.
- Demonstrated ability to manage complex workflows and multiple priorities.
