About HSTP’s and ACCESS Health’s engagement with Governments of Odisha
HSTP has entered a strategic partnership with the Government of Odisha and Karnataka to carry out health systems research. In Odisha, among other things, HSTP works to improve performance of Odisha’s health insurance programme and related programmes such as Niramaya. In Karnataka HSTP is involved in an assessment of urban primary health systems in Mysuru, which is to form the basis for research into providing and financing urban primary health care in India.
Key Accountability
Health Systems Transformation Platform (HSTP) works along with partners to improve health outcomes for the people of India focusing on health policy and systems research. Some of the key areas HSTP works on are to ensure financial risk protection, by improving the quality of government provided service, strategic purchasing for comprehensive primary health care and tertiary/secondary care linkages to primary healthcare to establish care continuum working with health systems stakeholders at national and state level. HSTP seeks to recruit a specialist to support work in these areas, , with special focus on the states of Odisha and Karnataka, in partnership with other members of HSTP and other stakeholders under the guidance and supervision of the Technical Advisor and Chief Executive Officer.
Scope of Work
  1. Provide technical support to HSTP, the governments of Odisha and Karnataka and other knowledge partners to generate evidence on effective strategies for providing health cover for the poor, improving financing of government health systems, linking primary cover to health insurance and strategic purchase of primary care.
  2. Work closely and build working relationships with health systems stakeholders in Odisha and Karnataka including but not limited to the DoH&FW, National Health Mission, State Health Assurance Agency, other research and knowledge partners to facilitate successful execution of the areas of work outlined in the TOR.
  3. As per established engagement and future needs, provide technical and capacity building support to the State Health Assurance Agency for BSKY and Odisha Medical Services Corporation LTD and other institutions Indian institute of Public Health, Bhubaneshwar to support improving financial risk protection in the State.
  4. Working with HSTP and the state level knowledge and research partners support in developing methodology, survey tools for providers and beneficiaries of the BSKY scheme, co-ordinate the conduct, analysis, and documentation of the findings of the survey and provide recommendations for strengthening scheme implementation processes.
  5. Support conducting relevant research on strategic purchasing & tertiary/secondary care linkages to primary healthcare to establish care continuum and provide technical support to government institutions, knowledge and research partners and other relevant stakeholders in Karnataka.
  6. Provide technical support, collaborate with partner organization and co-ordinate the primary research on factors facilitating the linkage of primary care to health insurance coverage, the urban health system issues related to primary care, and strategic purchase of primary care pilots in Mysore district, Karnataka.
  7. Prepare reports, participate in dissemination workshops and contribute to academic papers based on the research work outlined in the TOR
  8. Participate in meetings called by the government and other stakeholders with regards to HSTP's and partners engagement and conduct necessary preparatory work.
  9. Provide any other need-based support agreed in consultation with CEO, HSTP for research and implementation of interventions by HSTP directly or through its partners.
  10. Lead the efforts on research and documentation of process & lessons learnt required to understand the feasibility and effectiveness of the intervention with guidance from partners and senior experts.
  11. Support development of terms of reference and define scope of work for partners/ service providers involved in the initiative to be able to efficiently draw in resources through commissioned work.
  12. Publish and support the team/ partners in publication of journal articles/ project or research reports.
  13. Any other matter that is required by HSTP and agreed with the Technical Advisor and Chief Executive Officer.
This scope of work may evolve as the work progresses, reflecting the dynamic nature of health systems and policy change in the process.
Expert level knowledge on health financing and good awareness on health systems, especially government health systems, health insurance, public health, health systems research.
Skills/ Competencies
  • Ability to write policy documents (evidence of published articles / reports)
  • Ability to design and manage intervention/implementation research
  • Ability to conduct literature reviews and rapid reviews with a policy focus.
  • Ability to interact with government (evidence of such previous experiences)
  • Expertise in health systems research methods
  • Skill to write scientific articles based on research conducted (evidence of publication preferably as corresponding author required)
  • Management of health programmes, involving cooperation with external parties.
  • Excellent communication skills, including oral and written communication skills.
  • Project management skills.
  • Proactive, team player.
  • Ability to work under pressure in a fast-paced environment.
  • At least 10 years of working in social sector especially in research, planning and implementation of health care programmes with technical organizations, academic institutions, national and international development partners. Experience of working in partnership with or closely with the Government or its technical support institutions is desirable.
  • Proven research experience through publications in peer reviewed journals/ reports of national-state importance related to health policy/ evidence generation/ documentation of innovations in a relevant area of interest.
Qualification:   MD or doctoral degree or Master’s in Community Medicine/ public health/ health management/ health economics/ health services research and related disciplines

Location: New Delhi with travel to states for stakeholder/partners meetings & experiment sites.
Period of contract: 01 December 2021 to 30 November 2022. Renewal is subject to satisfactory performance decided by annual appraisals and availability of grant funds.
Contractual arrangement: Consultancy contract for the above-mentioned period from our strategic partner ACCESS Health International
Emoluments: Offers are competitive, commensurate with qualification and experience and are designed to attract and retain exceptional talent.   An indicative CTC is in the range of INR18 to 24 lakhs per annum which may vary depending on selected candidate’s attributes. Other than this, selected participants will have the opportunity to grow professionally by being sponsored for relevant courses and conferences (national as well as international) and working with international academic partners.
