Alliance India works through NGO and CBO partners to support efforts that have a sustainable impact on HIV. We place communities at the center and work to ensure that vulnerable and marginalised people are meaningfully involved in all aspects of our response, including sex workers, men who have sex with men, people who inject drugs, transgender individuals, and people living with HIV. Summary of Responsibilities:
 
The Associate Director: Care & Support will be responsible for the effective planning and implementation of Alliance India’s care & support, community systems strengthening programme and its advocacy and policy initiatives. The Associate Director: Care & Support will be responsible for managing the provision of programmatic, technical and organisational development advice and support to sub recipient organisations (SR) and sub sub recipient (SSRs) organisations under Vihaan, the Global Fund supported care & support programme. The Associate Director will manage programme development and capacity building; promote innovation and document good practice in HIV/AIDS programming; and actively represent Alliance India and our SRs and contribute to planning and policy work in care & support and community systems strengthening. The Associate Director will also play a pivotal role in setting up an effective and sustainable structure which enables and strengthen private sector engagement in HIV Care by establishing a coordination mechanism between private practioners and NACO/SACS. The position is expected to develop and maintain healthy relationships with a range of external stakeholders in government, the donor community and other key non-governmental bodies for the effective implementation of the programme. The position will play a key role in developing strategies for creating an enabling environment for the programme and the community.
 
The Associate Director: Care & Support will be taking autonomous responsibility for the results of his/her team, and, as a member of the extended senior management team (SMT), in ensuring the overall welfare and success of Alliance India, internal working groups, and participating actively in management meetings to improve overall organisational effectiveness, quality and impact. The person also contributes to a management culture that is based on clear communications, development of staff and acknowledging excellence.
 
Key responsibilities
  • Develop a programme implementation strategy that provides access to Care & Support services for PLHIV and caters responsively to the special needs of key populations.
  • Lead, support and manage the development and implementation of Care & Support programme and budgets in close coordination with Alliance India’s Sub Recipients (SR) and Sub Sub Recipients (SSR) of the programme.
  • Support the SRs and SSRs in the effective functioning of Care Support Centres (CSCs) as a comprehensive unit for providing treatment support, encouraging positive living and strengthening and enabling environment for PLHIV.
  • In coordination with the Manager: Care & Support facilitate a smooth transition plan for the CSCs and facilitate the transition process.
  • In consultation with NACO and other state-level agencies develop strategies for improving the treatment adherence with a special focus to the needs of High Risk Groups.
  • In close consultation with members of programmes team, identify key advocacy issues at the state and national levels, and where necessary provide support to SRs, in the development and implementation of effective advocacy strategies and activities.
  • Ensure retention in HIV care & adherence to the highest standards of quality and excellence in patient care and follow good clinical practices by helping in improving ART- CSC coordination mechanism
  • In coordination with the Manager and State team; responsible to set up a sustainable structure of coordination mechanism which enables private sector engagement in HIV care by bridging the gap between national CST programme and private practioners providing ART services to PLHIV.
  • In coordination with the Programme Manager, lead the process of assessment of NACO prioritised ART centres and develop strategies for effective handholding support to improve their performance.
  • In close coordination with the Programme Manager, provide appropriate strategic direction to the partner organisation implementing the Virtual outreach component under the programme.
  • Act as the key point of contact between Alliance India and the partner organisations and ensure that all requirements of the programme implementation is carried out in an effective manner ensuring highest level of timeliness and quality.
  • Provide guidance to the Programme team in facilitating the delivery of technical assistance and capacity building support for strengthening HIV/AIDS programmes and organisational development of SRs and SSRs.
  • Ensure the preparation of high quality programme inputs in the various report generation process ensuring timeliness. 
  • In close coordination with Strategic Information team at Alliance India, contribute to the development and implementation of effective monitoring, review and evaluation strategies and activities for programmes against agreed project deliverables
  • In coordination with Strategic Information team, manage various surveys and evaluation activities to generate and provide evidence in priority areas to support capacity building initiatives and programme implementation.
  • In collaboration with Director: Programmes develop strategic direction and work plans (as appropriate) for Care & Support and contribute to Alliance India’s organizational strategic planning process.
  • Work closely with the Director: Programmes to establish, maintain and strengthen effective relationships between Alliance India and external institutions involved in HIV/AIDS programmes, in particular those institutions working in Care & Support, including key government agencies, donor agencies, NGO/civil society partners and research institutions.
  • Identify emerging programme areas and undertake new programme development, including the development of concept notes and project/programme proposals.
  • Contribute programme learning to Alliance India communications and knowledge management initiatives, ensuring the communication of best practice recommendations about Care, Support and Treatment are promoted within Alliance India and to external organisations.
  • Participate in relevant external committees, partnerships and consortia, which involve Alliance India as members.
  • Strictly follow the organisational work plan and individual activity plan and proactively contribute to the achievement of the strategic directions of the organisation; ensuring adherence to quality and timeliness of the deliverables.
  • Lead the team, through continuous encouragement, setting clear work /activity plans and close monitoring on the quality aspects of the deliverability through a lead by example approach.
  • Uphold the mission/vision and values of Alliance India and to work within its equal opportunities framework, demonstrating   the behaviours and competencies as appropriate for the position.
  • Undertake other responsibilities not outlined above which are commensurate with a role of this nature in the charitable sector and which have been discussed and agreed between the line manager and the post holder.
QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:        
 
Qualifications/Broad Experience:
  • MBBS/MD with at least 10 to 12 years of progressively responsible project management experience in health, development sector at the national level.
  • AND/OR  
  • Masters’ degree in social sciences, health or development field (or equivalent) with 12 to 15 years of progressively responsible project management experience in health, development sector at the national level.
  • Experience in HIV/AIDS Sector especially in the implementation of care & support /community systems strengthening programmes.
  • Proven experience in Private Sector Engagement in Health domain.
Personal qualities/skills:
  • Significant team management experience within national or international level NGOs/donor agencies.
  • Hands on experience in programme conceptualisation and management at national level.
  • Proven experience in working with Government organisations, especially NACO, SACS, etc.
  • Experience of collaborating with community organisations and groups to deliver excellent HIV and health interventions.
  • Experience of providing technical support to, and capacity building of, organisations, especially those working at the community or grassroots level.
  • Commitment to LGBT rights and inclusion and rights-based responses to HIV and generally to the key populations affected by the epidemic.
  • Demonstrated knowledge and understanding of donor environment, donor relations and donor M&E and reporting systems.
  • Proven experience developing and writing funding proposals for bilateral/multilateral donors, private foundations and trusts.
  • Proven experience of developing and maintaining strong and effective relations with donors, government functionaries, media, and other stakeholders.
  • Experience of working with multiple stakeholders in civil society and the government at different levels.
  • Ability to work with a diverse team and manage large portfolio of projects.
  • Strong commitment to team-working, collaboration, consensus building and negotiation
  • Excellent analytical, presentation, writing and verbal communication skills.
  • Excellent team management skills with quick decision making capacity
  • Ability and willingness to undertake travel approximate 50% of time primarily within India where the programme is being implemented.
  • Strong commitment to HIV/AIDS and sexual and reproductive health and rights.
  • Fluent in English and Hindi.
Desirable qualities/experience/skills:
  • Sound knowledge of donor strategies and policies.
  • Knowledge of other Indian regional languages.
The position requires a strong commitment to HIV/AIDS and sexual and reproductive health and NGO activities in India, and a strong interest in and understanding the relevant issues.
