Professional Experience:
I am a physician with post graduation in public health and extensive working experience in Infectious diseases in multicounty and multicultural settings. Starting my career as the Medical Officer & project manager for TB-DOTS Pilot project, in 1996, with the National Institute of Respiratory medicine, Delhi, India, I became the Country Representative for HLSP-Mott MacDonald, India, in 2006 and the Regional (East and Horn of Africa) Health and Infectious diseases Advisor with USAID in 2012.
Working in different health programs in various developing countries, as an implementer and/or senior advisor, health system strengthening formed the foundation, upon which I have built the programs. In doing so, some of the prominent challenges, have been the improper distribution of available resources and little or no presence of sector wide approach. Here, capacity of the system to take up the load of implementing the health program within its given strengths, I have found to be the greatest challenge. In my job I have experienced much of this because of improper or non-existence of proper policy/strategies. In my working I have facilitated formulation of needed policy and strategies for different health issues in different parts of the world. In the recent times I was the key author to develop policy on Aflatoxin mitigation, for East African Community, to address liver cancers in Africa, a disease that kills hundreds, but no policy existed to address it.
Programs depends on skills of those who manage it. I have always regarded human resources development and management as a key to success of programs. I have worked incessantly to develop an sharpen the human resource capacity and its proper management. I facilitated establishment of the first TBDOTS training centre in the national institute in Delhi, India and the first, in east Africa, centre of excellence for MDRTB and TB-HIV in Kigali Rwanda. And, for team members, provided every opportunity for skill building.
In managing different portfolio, proper funding of the projects and programs was a concern. It is not possible for any one program with limited resources to bring about a concerted change unless properly funded and having collateral supports. Accordingly resource generation and leveraging resources among programs formed an integral part of my job. During the polio outbreak in Horn and East Africa in 2013, I took the lead to mobilise funders, and was successful in getting their commitments of additional funds into the region. But at the same time also facilitated the gains made by polio program, especially at the community levels, in reaching, the hard to reach and mobile population, to be absorbed in other health programs like TB and TB-HIV.
To make programs accountable and measure success I always had especial focus on M&E, reporting and supervision. In addition to routine program monitoring and reporting, I have conducted country missions. I was part of national tuberculin survey, India
