I am Purna Chandra Dash from India, with M. Phil. in macroeconomics and fiscal policy and a Ph. D. in Health Economist and Public Finance Management and Econometrics. • I am an accomplished Health Economist, Health System Strengthening and Public Finance Management and Evaluation Specialist with 27 years of social sector experience. Have evaluated more than 70 projects at various capacities (Principal Investigator/Project Direct/Coordinator) related to social sectors in general and the health sector.
• Expertise in designing, executing/implementing and monitoring Health System Strengthening (HSS), Health Financing, Public Finance Management (PFM) reform, Livelihood, and Nutrition projects in resource constraint settings.
• Twenty years of extensive experience in budget formulation and analysis, costing and cost-effectiveness analysis, econometric modelling, evaluation and assessments, large and small scale surveys, research monitoring and assessments, teaching/training and innovative writing, and publications.
• Have managed projects funded by EU, AusAID, DANIDA, GF, USAID, WB, ADB, WHO, UNICEF, UNFPA, CRS, DFID, AFD, including National and State Governments and has an acknowledged reputation for a satisfying funding agency and host government requirements for periodic narrative and financial reports in terms of content, timeliness, completeness, quality, and format.

Affiliations and Achievements:
1. In-depth knowledge of health, public health, community health programming or policymaking
a) Developed Basic and Complementary Package of services in Timor Leste and prepared the implementation plan. MoH implemented the Basic Service Packages (BSP) and Complementary Package of Services (CPS). The interventions led to a reduction of the Maternal Mortality Rate by 10 per cent and an increase in the utilisation of family planning services by 15 per cent over one year. Prepared the Primary Health Sector Strategic Plan and Health Financing Strategy (HEF & SDGs) for Libya and Cambodia.
b) Acted as the team lead on Public finance management / Financial Management / Health Financing components for Health System Strengthening Projects in 7 states of India and four countries. My work involved team formation and coordination, preparing vision documents and Medium Term Strategic Plans, and implementing Medium Term Expenditure Frameworks. The outcomes were visualised through improved managerial processes in planning (introduction of decentralised planning), budgeting, budget allocation, budget monitoring and internal control, and change management. Activities involved day-to-day interaction with the clients and stakeholders, monitoring the programs and capacity development programs. The capacity development programs involved Training Needs Assessments (TNA), preparation of training manuals, and formation of teams of ToTs for future training. Total number of MTEFs done – 21, Implemented – 7.
c) Led the GHAIN project for FHI Abuja, Nigeria team in developing costing methodology and carried out cost-effectiveness analysis for HIV/AIDS interventions implemented by Family Health International (GHAIN Project) Nigeria. Active team management, capacity development and interaction with the client and stakeholders were essential features.
d) Led a team of 7 consultants and two faculty members for carrying out the assignment on "Burden of Disease and Cost-effectiveness analysis in Andhra Pradesh. The activities included team management, capacity development, client interaction (World Bank), and coordination with the other partner (HSPH USA). The activities included the development of decision trees (i.e., the typical course of events) for costing 287 health interventions for Andhra Pradesh, India, including costing methodology and cost-effectiveness analysis of 83 diseases Andhra Pradesh, India.
e) Acted as Project Director for DANIDA assisted project entitled "Strengthening District Health System through Management Interventions" for Hoshangabad district, Madhya Pradesh, India. Key management areas were – HMIS. Community Participation, Involvement of Local Bodies, Quality of Health Care, Drug Store Management, Decentralized Planning and Health Financing.
2. Experience in public sector financial accountability and corporate governance
(a) Acted as team lead for a three-year project on "Strengthening Performance Management in the Government." The activities involved assessing the prevailing structure of public finance governance in 18 government departments and developing appropriate strategy and implementation.
(b) Acted as Team Leader for the health sector and carried out Fiduciary Risk Assessment (FRA) including Public Expenditure and Financial Accountability (PEFA) in 5 states in India and two countries (Timor Leste, Cambodia) that required interaction with the government ministries regularly, team management, delivery of reports to the client and timely delivery of funds from the funding agencies.
(c) I worked on commitment control and established expenditure management in almost all the PFM projects handled by me.
(d) I was instrumental in investigating and implementing Public-Private Partnership models in 3 leading states (Utter Pradesh, Uttaranchal and Jharkhand) in India.
