As head of the Forest and Wildlife Department in Punjab State, guided forest and wildlife conservation efforts in the State. In 2002, I steered tranche I of the JBIC (now JICA) forestry project (1998-2002) with an outlay of about US$ 55 million to its successful completion. The main activities were reforestation including ANR/enrichment planting, silvi-pasture, and afforestation of problematic sites such as degraded, alkaline and waterlogged lands, soil and water conservation, entry point activities to elicit people’s participation, joint forest management and monitoring and evaluation. Immediately thereafter, I conceived and successfully concluded negotiations with the JBIC (now JICA) for a new forestry project (tranche II) with an outlay of more than US$ 50 million for a five- year period. Tranche II was a far more comprehensive project. Project activities include afforestation/reforestation, agro forestry, forest research, monitoring and evaluation of impact of intervention on forests/environment, capacity building including urban forestry/horticulture, people's participation and Joint Forest Management, wildlife & biodiversity conservation soil and water management on watershed basis, infrastructure development, benefit sharing among stakeholders and their contribution toward project implementation, operation and maintenance. Understanding people's need is considered vital and active participation of women and measures to reduce poverty through alternate livelihood strategies were important components of the project. Awareness generation and capacity building of stakeholders was another important component of the project.Other important activities were growing stock estimation, carbon storage, REDD+, Climate change/sustainable development.
As Director of a watershed development project, guided a multidisciplinary team drawn from six organizations in Punjab in the implementation and successful completion of a World Bank assisted multi-state integrated watershed development project from 1991 to 1992 and again from 1996 to 2002. The main development objective was to arrest and reverse environmental degradation in the shivalik hills/watersheds, which even though largely community and private forests have, to a fair extent, ‘open access’.
This was followed in 1999 by phase-II of the project with even greater stress on multi-stakeholder participation, conflict mitigation and institution building including formation of self help groups, poverty alleviation and sustainable livelihoods for women and other disadvantaged groups, cost sharing and ‘bottom up’ planning for sustainable and inclusive development.
