Professional Experience:
Joined Coal Mines Authority Limited, in 1974 as a Geologist. He rose to become Chief of Geology and Drilling in Central Mine Planning and Design Institute Limited, a subsidiary company of Coal India Limited, He was involved in coal exploration and allied assessments for over twenty six years. Thereafter, he shifted to the post of Chief Engineer (Environment Engineering) joining Western Coalfields Limited. He was involved in formulation-approval-implementation of Environment Impact Assessment - Environment Management Plans. He served as a Nodal Officer for R&D Projects concerned with Environment and Ecology. He interacted with State Government/ other Authorities- Agencies on environmental issues and participated in manpower training on environment in general and especially for those projects connected with World Bank Aided Training Modules.
After a stint of one year in Western Coalfields Limited he joined as Chief Engineer (Environment Engineering) at Coal India Limited, New Delhi. He rose to the post of Chief General Manager (Environment Engineering) in three years. Here initially he was involved in overseeing preparation, submission and clearance of Environment Impact Assessment -Management Plans and Forest land diversion proposals for coal projects of all Coal producing companies under Coal India Ltd. He helped in preparation-signing and subsequent submission of affidavit to Supreme Court to obtain reprieve in the Goa Foundation Case directing closure of 58 coal mines. He has been involved in submission of forest diversion proposals to the Forest Advisory Committee of the Ministry of Environment and Forest and Central Empowered Committee appointed by Supreme Court. He was the interface of the Coal Industry with Ministry of Coal-and Ministry of Environment and Forest for preparing written submissions for re-engineering of environmental clearance procedure leading to formulation of Environmental Impact Assessment Notification 2006. Similarly he was involved in forestry related submission in respect of Net Present Value to Kanchan Chopra Committee appointed by Supreme Court of India and T.L. Shankar Committee and numerous such submissions to the Ministry of Coal concerned with Environmental and Forest. He was also involved in submission pertaining to Coal Industry under the aegis of Ministry of Coal to Ministry of Environment and Forest for fast tracking Environment and Forestry clearances. He held overall charge of Coal India office at Delhi with duties encompassing all aspects and activities of the Nationalized coal sector. He was the proponent of the Innovative Clusters Environmental Clearance concept of coal projects which lead to environmental clearance in Eastern Coal Limited and Bharat Coking Coal Ltd
Since his retirement from Coal India Ltd he joined Coastal Projects as Vice President(Minerals and Mining) for a stint of 2 years in March 2011. He provided sectoral inputs for due diligence for numerous coal projects in India and abroa
Education:
Mr M.K. Shukla, after schooling from Delhi Public School, Mathura Road, did Graduation (Hons) securing University Medal and Post- Graduation in Applied Geology from Delhi University holding National Science Talent Search Scholarship and Post Graduate Scholarship (1 year). He joined Coal Mines Authority Limited, in 1974 as a Geologist. He rose to become Chief of Geology and Drilling in Central Mine Planning and Design Institute Limited, a subsidiary company of Coal India Limited, in twenty years. He was involved in coal exploration and allied assessments leading to geological evaluation and documentation for mine planning etc for over twenty six years. He was lauded for his work in field with the award Commemoration Certificates. In between he completed Post Graduation in Coal Bearing Sediments and Sedimentology from Strathclyde University, Scotland, UK while being on Commonwealth Scholarship. He attended an intensive course on ‘Environmental Management (Impact Assessment)’ in United Kingdom from 26.03.1992 to 12.06.1992 under the aegis of British Mine Consultants, Nottingham, T.S.R.E, Bretby UK. This was followed by interaction with British Geological Survey at Key Worth, UK. The training in UK concluded with attending the 7th International Training course on ‘Environment Assessment and Management’ from 19.07.1992 to 12.09.1992 at the Centre of Environmental Management and Planning (CEMP) at Aberdeen, Scotland, UK. He was awarded prizes in the Environmental Impact Assessment-Simulation Exercise and Environmental Audit Simulation Exercise at the conclusion of this course.
