Professional Experience:
I have 20 years cross-sectoral work and research experience in extending Strategic Development Support through Partnership with NGOs / Resource Agencies (Government, Non-government and Corporates), Programme Development & Management, Fund Raising, Grant Making, Technical Guidance, Review, Impact Assessment, Knowledge Management, Documentation, Policy Analysis, Advocacy & Advisory, Capacity Building for Integrated Rural Development (especially through Local Self Governance) with major emphasis on Natural Resource Management (especially through sustainable use and conservation of land and water resources, ecosystem management, enhancing adaptability to climate change, energy & biodiversity conservation, disaster risk reduction) & Livelihood Promotion (especially through adoption of low cost environment-friendly technology, capacity building, financial inclusion, creating para-professionals, promoting livelihood collectives and establishing market linkage in the sector of small holder agriculture, small scale fisheries & aquaculture, animal husbandry and small scale rural & urban industries, with due importance to non-farm sectors through skill building of youths and women) for ensuring food & nutritional security, employment generation, enterprise development and enhancing livelihoods of the poor (especially women), aiming to poverty alleviation and climate resilient development.
I have been actively involved in different Knowledge Building processes including applied researches, baseline survey, term evaluation, thematic reviews & assessments, case study documentation, organizing learning sharing forums (workshop, seminar) on emerging issues relating to natural resource management & livelihood promotion (with special emphasis on Small Scale Rural Aquaculture & Fisheries and Small Holder Agriculture), climate change mitigation, biodiversity conservation, food and nutritional security and local self governance. With last assignment I have been involved in conducting base line survey and three major studies on Collectives, Agriculture & Value Chain Analysis of major agriculture, livestock & NTFPs (in relation with livelihood promotion of small scale SC-ST women farmers) in Kandhamal District, Odisha. At present, I am involved in valuation of different ecosystem goods (especially forest, agriculture & wetlands) and identification of bio-resources of economic value, capacity building of different stakeholders for access and benefit sharing.
Education:
Ph.D. in Science (Thesis title -Small-scale rural aquaculture in West Bengal : Potentiality for Livelihood Promotion” from University of Kalyani in 2013. Done M.Sc. (in Zoology with specialization in Fisheries Science) from University of Kalyani in 1994. Also done Short Work Programme on Information Technology from NIIT in 1997. Undergone a number of training programme on NRM & livelihood promotion and local self governance.

Affiliations and Achievements:
Relevant Achievements with present assignment-
1. Signed very first Access & Benefit Sharing (ABS) Agreement in West Bengal (among the first few in the Country) with an ayurvedic company who had contributed a good amount of money which has been given to local bodies who will take care (conservation and sustainable use) of the bioresources taken by the company. This is a pioneering work in the world. Total number of signed ABS Agreement in the state is thirteen.
2. Completed a research study on “Tradable bioresources in West Bengal by engaging a third party and published an edited book (Tradable bioresources in West Bengal, Jose T Mathew & Rupam Mandal, 2015)
3. Conducted a number of Industry Dialogue on Access & Benefit Sharing (ABS) to make them understand the responsibility and benefit of signing ABS Agreement.
4. Conducted a number of state level and district level workshop on ABS, Economic Valuation of bioresources, Intellectual Property Rights and Traditional Knowledge, Gap Analysis of Biological Diversity Act bringing in a good number of academicians, policy makers, practitioners and Biodiversity Management Committee members.
5. Facilitated constitution of 50 BMCs and 25 People’s Biodiversity Registrar (PBR) through Technical Support Groups (TSGs).
6. Economic valuation of select bioresources is about to be completed.
7. Documentation of traditional knowledge associated with select bioresources is about to be completed.
Some achievements with previous assignments –
1. Conducted a number of capacity building programme on “Fundamentals of Livelihood Promotion” across the eastern region especially in West Bengal, Sikkim, Jharkhnad & Orissa for the Livelihood Practitioners (Officers of different line departments of Central & State Governments, NGOs, CSR, Banks, PRI functionaries and Cooperative & SHG leaders).
2. Conducted customized training programme on “Forest sector based livelihood promotion” for the officials of the project “Orissa Forest Sector Development Programme”.
3. Extended hand holding support to a number of organization for developing and management of most suitable Livelihood Promotion Project for a particular area through systematic approach and promoting Livelihood Collectives like Co-operatives and Producer Companies.
4. Organised a National Seminar on “Fisheries based Livelihoods in India – present status, problems and prospects” at Kolkata, India on 28-29 November, 2009 as SEMINAR CONVENER.
5. Capacitated 79 Gram Panchayats to get prepared & implemented decentralised participatory “Gram Sansad based Gram Panchayat Plan” for FY 2006-07 & 2007-08 in a mission mode approach for holistic local area development (under broad head of Agriculture & Allied, Industry, Infrastructure, Education, Public Health, Women & Child Development and Miscellaneous) with special emphasis to enable the poor households to access gainful self employment and skilled wage employment for sustainable poverty reduction and inclusive growth, with the help of a dedicated team of professionals providing handholding support through Universal Social Mobilization and Promoting Institution of the poor (SHGs), Financial inclusion, strengthening infrastructure & marketing linkage, Skill Development, convergence of ongoing programmes, partnership with line departments CSOs & academic institutes.
