Position: State Program Manager – Foundational Literacy and Numeracy Program
Location: SSA Office, Lucknow, Uttar Pradesh

Organisation summary:
Language and Learning Foundation (LLF) is a non-government organisation based out of New Delhi that works towards developing strong foundational skills and abilities of language and literacy among all children and strengthen their ability to think and reason. Founded by the dynamic and passionate, Dr. Dhir Jhingran (Ex-IAS, PhD in Education), LLF believes children’s home languages need to be used formally in the classrooms in the early primary years. Its research and reputation in the early learning space has translated to partnerships with the six state governments and support of other organisations like UNICEF, TATA Trust and Central Square Foundation. LLF presently works with the states of Chhattisgarh, Haryana, Bihar, Rajasthan, Uttar Pradesh, Odisha and Gujarat to implement programs for foundational language and literacy. LLF’s “Learning Improvement Program in Haryana” was awarded the “Best Field Based Initiative in South Asia” at CIES 2019.
About the programs:
LLF works on designing and implementing language and literacy programs for state governments while researching and innovating for multi-language and multi-grade learning. The three dimensions of work include continuous professional development of teachers and teacher educators, implementing projects that demonstrate transformed teaching-learning processes for early language learning and engagement with the government system for reform in academic policies and practices.
LLF is collaborating with Government of Uttar Pradesh to build capacity of State Academic Resource Group, Academic Resource Persons and Teachers to implement the Foundational Literacy and Numeracy (FLN) program for improving student learning outcomes in Hindi and Math in the state. This is a high priority program.
Position summary:
The State Program Manager (SPM) will report to the Director (State Programs) and will work closely with Technical Support Unit (TSU), Central Office, Delhi and responsible for all aspects of the FLN program in Uttar Pradesh. The SPM will have State Academic Coordinators and consultants reporting to him/her.
Key responsibilities include but are not limited to the following:
• The State Program Manager will work as a part of the LLF team and will take overall responsibility for the project in both the academic and administrative dimensions. The share of academic work will be 50% (time & effort); administrative 50%. • Liaison with Government officials and departments in Uttara Pradesh for programme implementation • Serve as the coordinator between UP state level team and LLF Delhi office team for development and modification of programme design as per time-to-time requirements and strategy development • Lead the entire academic effort and represent both literacy and numeracy teams when interacting with the government • Coordinate and work with academic team at Delhi office for instructional design, content development and organisation of workshops and trainings • Plan and manage training programmes and workshops at state level • Lead the process of situational analysis (and any other necessary programme related assessments of schools) for the programme at UP, conduct such analysis and submit reports timely. • Monitor the progress of the programme (including school visits) and provide timely reports and indicators about the progress of the programme to the Delhi LLF team. • Ensure capacity development of the UP team as and when required • Be the nodal person for work relating to DIB project • Organizing, attending and participating in stakeholder meetings to increase stakeholder alignment. • Preparing necessary documentation and presentation materials for meetings • Interacting with various teams to coordinate project activities and preparing the periodic reports as per the project requirements • Ensuring project adhere to frameworks and all documentation is maintained appropriately • Assess project risks and issues and provide solutions where applicable • Liaison and interaction with external stakeholders for reports, meetings, etc.
Qualifications, Skills, and Abilities:
• Post-Graduation are equivalent degree required and preferably Management background • Experience of working in education projects that involve training, material development and capacity building • Experience of work in early grades /primary education projects is desirable • 8 - 10 years of experience in project management (preferably education-related program) • Experience if working with state government including SCERT/SSA is required • Proficient in MS Office (Excel, Access, Word, PowerPoint, etc.) • An analytical mindset with problem-solving skills • Excellent communication and collaboration skills; and fluency in English and Hindi • Strong interpersonal skills, with experience in building & managing relationships
