JSI R&T India Foundation (JSI Foundation) is a not for profit company, registered in 2014 under Section 8 of the Companies Act 2013. Affiliated to JSI India, which has been in existence since the past 4 years, we work closely with the Ministry of Health and Family Welfare, Ministry of Women and Child Development, as well as state counterparts, Niti Aayog, leading CSR companies, international donors and UN organizations to implement innovative, context specific and comprehensive Public Health programs in India.
The JSI Foundation also draws upon the expertise, wealth of resources, technical and administrative support of John Snow, USA (JSI), a leading public health organization dedicated to providing high quality technical and managerial assistance to public health programs throughout the world.  Over the past 40 years, JSI has become a recognized leader for its innovative approaches in reproductive, maternal, newborn and child health (RMNCH), family planning (FP), immunization, HIV/AIDS, tuberculosis, non-communicable diseases, nutrition, supply chain management, monitoring & evaluation and health system strengthening. 
Project Details
JSI R & T India Foundation seeks a part-time Consultant under its “NACO HIV/AIDS Supply Chain Strengthening Project for HIV-AIDS Commodities”. The project aims to strengthen the technical capacity of the National AIDS Control Organization (NACO) and State AIDS Control Societies (SACS) to design, manage and monitor supply chain for increased access of high-quality ARVs, testing kits across India.
The Project is led by Plan International (India) as the Principle Recipient (PR) under the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) for India to support NACO’s response to AIDS Epidemic. JSI R&T India Foundation as a Sub Recipient (SR) is mandated to provide technical assistance in the improvement of supply chain of ARV drugs and testing kits under NACP.  
Job Summary
The Consultant will review, develop and document the SOPs on various supply chain functions performed at State level (SACS and CMSS warehouse), District AIDS Prevention Control Unit (DAPCUs) and Facilities (ARTs and ICTCs) for the management of ARVs and HIV testing kits. The consultant will closely work with the senior management team at NACO, Plan India and JSI and project staff deployed at NACO and SACS level for completion of task. The Consultant will also receive the oversight and support from Dy. Project Director, Plan India to carry out this assignment.
Scope of Work (SoW):
The scope of work is divided in to 2 sections.
Workplan and methodology
  • Discuss the SoW with the management team (NACO, Plan and JSI) and clarify expectations.
  • Discussion on the expected deliverables/outcomes from the assignment.
  • Develop work plan and methodology for the SOP development.
SOP Development
A. “As-Is” process mapping and documentation (process flow chart and detailed steps) of supply chain process and information flow of ARVs and Testing kits at national (NACO and CMSS), state level (SACS and CMSS warehouse) and facility level (ART centers and ICTCs). This includes:
  1. Indenting of ARVs and HIV testing kits at NACO by respective divisions and followed by Procurement Division of NACO to process to procurement agents (CMSS and RITES)
  2. Procurement of ARVs and HIV testing kits at NACO including processes followed at Central Medical Services Society / RITES
  3. CMSS warehouse - Stock receiving (from suppliers), Quality Assurance, warehousing, distribution to SACS. All these processes will be mapped for manual steps and processes followed under eAushadhi/IMS
  4. SACS level - Stock receiving (from suppliers), warehousing, inventory management, indent collection (from ARTs and ICTCs) and issue to the facilities. All these processes will be mapped for using IMS and manual steps 
  5. Facility level - Indenting (ARVs and HIV testing kits), stock receiving (from SACS), storage, inventory management, and dispensing to the patients
  6. Recording and reporting of stock at SACS and Facility level  
B. Develop “To be” process to fill the gaps in supply chain processes mapped based on “as is” process and facilitate pre-SOP development joint consultative meeting (Design workshop) with SACS participants and other related staff
  1. Prepare presentation on the mapped As-Is processes and discuss with participants  
  2. Discuss the best practices with the participants and build consensus on “To-Be” processes for various supply chain functions covered under “As-Is” stage
Develop draft SOPs to standardize the supply chain processes at State AIDS Control Society level and facilities (e.g. ARTs and ICTCs)
  1. Develop draft SOP template on any single supply chain function for review by the senior management team/stakeholders (as per agreed methodology)
  2. Coordinate with the project staff at National and State level to receive the technical inputs for development of the SOPs
  3. Draft SOPs developed for all the supply chain functions and shared with key stakeholders for review
  4. Perform other tasks related to the preparation of the SOPs that may be required in coordination with other project staff at National and State level
C. Facilitate validation meeting with key stakeholders
  1. Finalize the document for validation by the Senior Management Team and the Project Manager.
  2. Brief on the outline and structure of the draft SOP
  3. Compile the comments and inputs shared during the review process and revise draft SOPs based on feedback
D. Support the field testing and finalize SOPs  
  • Incorporate the suggestions and observations received from SACS, Senior Management Team, and Field testing of SOPs (Draft SOPs will be tested in 2-4 states with selected ART Centers and ICTCs)
  • Finalize the SOP document
  • A detailed presentation has to be made by the consultant after the completion of the final SOP on the salient features of the SOP at a national consultation
  • Incorporate any feedback from the senior management team, and submit the final SOP document for approval and dissemination
E. Support the Consultant-Capacity Building on developing training curriculum based on final SOPs.

Duration of the Work
  • The duration of contract shall be for 60 working days in the period of April 2019 – September 2019.
  • During this period, the consultant will work closely with the Senior Management Team (NACO/Plan India/JSI) and project staff hired at NACO and SACS and will, from time to time, share and submit the progress of activities and submit the as per the deliverable schedule.
Payment Schedule
Total payment of consultancy fee will be based on the person days and paid on different intervals of based on deliverables.
  • 10% on signing the contract.
  • 10% on submission of a blueprint including methodology and workplan for drafting the SOP.
  • 20% on completion of Design workshop and submission of workshop report.
  • 20% on submission of draft SOPs and presentation to the senior management team.
  • 40% on submission and acceptance of final SOP.
Qualifications and Skills
The consultant should have the following qualifications, experience and skills.
Qualification and experience:
  • Advanced degree (Masters level) in a relevant field of business process designing and modelling (computer science, data/information management, information technology). 
  • Minimum 10 years’ experience related to documentation, developing strategic documents and standard operating procedures with exposure on data management and archiving, including use of web-enabled platforms. Candidates with prior experience in developing SOPs for supply chain functions will be given preference.
  • Demonstrated experience and skills in facilitating stakeholder/working group consultations.
  • Prior exposure in working with government departments in designing standard business processes using IT systems would be highly desirable and given preference.
  • Good interpersonal and communication skills.
  • Personal commitment, effectiveness and commitment to results.
  • Ability to write clear and concise texts in English.
  • Ability to manage multiple tasks while meeting strict deadlines.
