The Foundation invites applications for the position of State Program Coordinator (SPC) -Supply Chain Management, WIFS, Rajasthan to be based at Jaipur.

POSITION SUMMARY :

Role Summary:

The State Program Coordinator (SPC) – Supply Chain Management, as part of technical assistance to Government of Rajasthan, will support State Program Manager (SPM) in the technical assistance to the state towards the monitoring and management of supply chain systems for Weekly Iron Folic Acid Supplementation (WIFS) program. The SPC will identify improvements in the management of program supply chains (Drug and IEC materials) in close collaboration and guidance from Supply Chain Management Specialist based in Delhi. The role involves technical assistance in the strengthening of supply chain management systems required to manage drug and other program supplies under WIFS program. The scope of work for this position involves strengthening of procurement planning and management systems, logistics management and supporting the capacity building efforts for state government officials to streamline supply chain for effective implementation. As for all staff, s/he must possess a sense of collaboration and mutual understanding. The position is required to travel for approximately 20% of the time.

Reporting To:

State Program Coordinator – Supply Chain Management will report to the State Program Manager of Rajasthan program.

Scope of Work:

The SPC- Supply Chain Management support state government managing the WIFS supply chain systems, with close engagement with State Program Manager.

Specifically:

• Support state government in estimation of drug requirement as per the target beneficiaries.
• Support government in tracking drug availability status at various levels i.e. state, districts and blocks.
• Review and advise standard procedures for quality testing of procured drug through nationally/state accredited labs and related documentation.
• Provide guidance to state government in developing drug distribution plan (bundling plans) at state, district and block level so as to enable the distribution of stocks and other supplies during trainings of frontline functionaries involved in the program.
• Advise state government on cost effective transport and distribution systems for drug, training and IEC material under the program.
• Provide technical inputs to state government to strengthen inventory and warehousing management systems through development of tools/checklists for drug and other supplies.
• Support in implementation of best practices for procurement, storage and distribution of supplies.
• Identify areas of improvement and manage program supply chain (drugs and IEC materials) in close collaboration and guidance from Supply Chain Specialist, Delhi.
• Conduct analysis of the drug and supplies related budget proposed by the state in PIP, approvals from MoHFW, and utilization by state.
• Identify and alert program stakeholders at state about any shortages in drug supply which may hamper program implementation through maintaining of inventory systems.
• Document field observations, feedback and iterations to the supply chain systems for improvements.
• Delivery of all the above tasks to meet program timelines.

Qualifications and Experience:

• Post graduate degree/diploma in business management, supply chain management with experience of supply chain concepts in public health or related field.
• 5-7 years of work experience in strengthening supply chain systems and commodity logistics in public health or pharmaceutical/FMCG sector.
• Strong organizational skills and ability to work in teams, result oriented, culturally diverse environment.
• Excellent interpersonal skills, sound judgment, communication skills, training experience, ability to identify and resolve policy and operational constraints.
• Self-motivated, strong initiative. Experience and ability working with senior government officials at state and district level.
• Demonstrated intermediate skills in Microsoft Office Suite applications including MS-Word, MS-Excel and Ms-PowerPoint.
• Familiarity of working on Logistics Management Information System (LMIS) and other related software’s and applications.
• Excellent written and verbal communication and presentation skills in Hindi and English.
• Willingness to travel as and when required, and often on short notice.
